Dow's Path2Zero Delay: What a Paused Decarbonization Flagship Means for the Sector
Dow's decision to delay construction at its Fort Saskatchewan Path2Zero project in Alberta has become an important signal for the global chemicals industry's decarbonization plans. The project was designed to demonstrate that large-scale petrochemical production could be expanded while substantially reducing operational emissions. Its delay shows that even high-profile decarbonization investments remain dependent on market conditions, capital discipline, policy support and the economics of low-carbon products.
A Flagship Project Put on Hold
Dow announced in April 2025 that it would delay construction of the Path2Zero project until market conditions improve. The company said the decision would reduce 2025 enterprise capital spending by approximately $1 billion, while emphasizing that it remained committed to the project's long-term strategic rationale.
The project is located at Dow's existing Fort Saskatchewan site and was designed as the world's first integrated ethylene cracker and derivatives complex targeting net-zero Scope 1 and 2 emissions. Dow's current project information indicates a two-year delay, with Phase 1 expected to start up by the end of 2029 and Phase 2 by the end of 2030.
This is important because Path2Zero was never simply an environmental project. It was designed to combine capacity growth, asset modernization and emissions reduction in a single investment.
What Path2Zero Was Supposed to Deliver
The Fort Saskatchewan expansion is designed to add approximately 1.8 million tonnes of annual ethylene capacity in phases while expanding polyethylene production and retrofitting existing assets. Dow says the project could decarbonize approximately 20% of its global ethylene capacity and produce around 3.2 million tonnes of certified low- to zero-carbon polyethylene and ethylene derivatives.
The original investment decision, approved in November 2023, projected approximately 1 million tonnes per year of CO₂e reductions and around $1 billion in annual EBITDA growth at full run rates. The project also anticipated roughly $2 billion of third-party investment in related hydrogen, carbon-capture and infrastructure assets.
That combination made Path2Zero a potential blueprint for the wider chemicals industry: replace or expand aging capacity while integrating carbon capture, lower-emissions energy and hydrogen into the production system.
Why the Delay Matters
The delay does not mean Dow has abandoned decarbonization. Instead, it demonstrates that decarbonization projects must compete for capital on commercial terms.
Dow explicitly linked the delay to market conditions and capital discipline. The company was simultaneously dealing with weak global economic growth, geopolitical uncertainty and challenging demand conditions.
For chemical producers, this is a critical lesson. Large-scale emissions-reduction projects often require billions of dollars before customers are willing to pay a significant premium for lower-carbon products.
When polyethylene and other commodity chemicals face weak margins, the financial case for accelerating expensive decarbonization can become harder to defend.
The Low-Carbon Premium Problem
One of the central challenges for projects such as Path2Zero is the difference between technical feasibility and customer willingness to pay.
Dow's project was intended to produce lower-carbon polyethylene and ethylene derivatives for customers seeking to reduce the carbon footprint of their products.
But downstream customers also face cost pressure. Packaging companies, consumer-goods manufacturers and other polymer users may want lower-carbon materials, but their willingness to pay a premium depends on consumer demand, regulation and their own decarbonization commitments.

Carbon Capture Remains Central

On the other hand, continued conventional production could preserve near-term availability and reduce the risk of supply shortages in commodity polymer markets.
The bigger change may be in procurement strategy. Buyers seeking lower-carbon materials may increasingly need to secure supply through long-term agreements, certification systems and direct partnerships with producers, rather than relying on the rapid expansion of low-carbon commodity capacity.
Decarbonization Is Becoming a Portfolio Decision
Dow's broader strategy emphasizes a phased, site-by-site approach to decarbonization. The company says its strategy involves replacing end-of-life assets with lower-GHG technologies, including carbon capture and potentially advanced nuclear, while improving efficiency and integrating hydrogen and renewable energy.
This suggests that the industry may be moving away from the idea of a single technology or project solving petrochemical emissions.

The Broader Industry Lesson
Path2Zero's delay should not be interpreted as evidence that chemical decarbonization is failing. Rather, it highlights the increasingly demanding financial test that these projects must pass.
The industry is discovering that decarbonization at commodity scale cannot depend solely on corporate climate commitments. It requires a functioning commercial ecosystem in which producers can recover the additional cost of lower-carbon production.
That means governments, infrastructure developers, technology providers and chemical buyers all have a role.
Outlook
Dow's Path2Zero remains strategically important despite its delayed schedule. The company continues to describe the Fort Saskatchewan project as a core part of its long-term decarbonization strategy, with Phase 1 now targeted for year-end 2029 and Phase 2 for year-end 2030.
The larger message for the chemicals sector is clear: decarbonization projects are no longer judged only by how much CO₂ they can eliminate. They are being judged by whether they can deliver acceptable returns under real market conditions.
As chemical producers face weaker demand, excess capacity and capital constraints, projects that combine emissions reductions with profitable growth are likely to move forward first.
Path2Zero therefore represents more than a delayed project. It is a test of whether the chemical industry's most ambitious decarbonization plans can withstand the realities of commodity economics.
