QatarEnergy and Petrobras Secure Seven Offshore Exploration Blocks
QatarEnergy and Brazil’s Petrobras have secured seven offshore oil and gas exploration blocks in the Ceará Basin, strengthening their partnership and expanding their exploration portfolios in Brazil.
The awards were made during Brazil’s sixth Permanent Concession Offering, organized by the National Agency of Petroleum, Natural Gas and Biofuels (ANP) on October 7, 2026. The blocks are located along Brazil’s northeastern Equatorial Margin, an offshore region attracting interest from international energy companies seeking new hydrocarbon resources.
Under the agreement, Petrobras will operate the seven blocks with a 70% participating interest, while QatarEnergy will hold the remaining 30%. The concession contracts are expected to be signed in the first half of 2027.
The award expands QatarEnergy’s upstream presence in Brazil while giving Petrobras additional acreage for future exploration activities.

QatarEnergy and Petrobras are expanding their exploration partnership through new offshore acreage in northeastern Brazil.
Which Seven Blocks Were Awarded?
The partnership secured the following exploration blocks in the Ceará Basin:
CE-M-471
CE-M-473
CE-M-475
CE-M-477
CE-M-537
CE-M-539
CE-M-665
Together, the blocks cover approximately 4,689.68 square kilometres and lie in water depths of around 2,000 to 3,600 metres.
The acreage was awarded through two sectors of Brazil’s concession round. Six blocks were secured in sector SCE-AP2, while the seventh was awarded in sector SCE-AP3.
The awards provide the consortium with a substantial offshore area to evaluate for potential oil and gas resources. However, the acquisition of exploration rights does not confirm that commercially recoverable hydrocarbons have been discovered.
Petrobras Will Operate the Exploration Programme
Petrobras will lead operations across all seven blocks, holding a 70% stake in the partnership. QatarEnergy’s 30% interest gives the company exposure to the exploration potential while sharing the financial commitments and associated risks with its Brazilian partner.
The arrangement combines Petrobras’s experience operating offshore Brazilian fields with QatarEnergy’s international upstream investment strategy.
For Petrobras, the new acreage supports its long-term objective of replenishing hydrocarbon reserves and maintaining an exploration pipeline for future production. For QatarEnergy, the partnership provides another opportunity to expand its international oil and gas portfolio.
The companies must now proceed through the relevant contractual and regulatory requirements before exploration activities advance under the new concessions.
Exploration Commitments and Investment
The seven blocks come with a combined Minimum Work Programme of 780 work units, representing the exploration activities committed under the licensing process.
The awards also involve approximately R$28.46 million in total signature bonuses and a minimum planned investment of around R$235.25 million during the exploration phase, according to reporting on the ANP auction results.
These commitments are important because offshore exploration requires substantial technical preparation, geological evaluation and specialized equipment. The work programme establishes obligations for the consortium as it assesses the blocks’ potential.
Actual spending may change as exploration plans develop, and further investment decisions will depend on technical findings and regulatory requirements.
Why Brazil’s Equatorial Margin Matters
Brazil’s Equatorial Margin has attracted growing attention as companies look for new offshore exploration opportunities beyond established producing areas.
The region extends along Brazil’s northern and northeastern Atlantic coast. Its geological characteristics and location have encouraged energy companies to investigate whether commercially viable hydrocarbon accumulations may exist.
The Ceará Basin is one of the offshore areas within this broader margin. The new concessions allow QatarEnergy and Petrobras to investigate selected acreage through the exploration process.
Nevertheless, deepwater exploration carries considerable uncertainty. Companies must establish the presence of hydrocarbons, determine reservoir quality and evaluate whether any discoveries can be developed commercially.
The seven-block award is therefore an early-stage addition to the companies’ exploration portfolios rather than an announcement of new production.

Deepwater exploration in Brazil requires geological studies, offshore surveys and substantial technical investment before production potential can be established.
QatarEnergy Expands Its Brazilian Upstream Portfolio
The latest award builds on QatarEnergy’s existing participation in Brazil’s upstream sector.
The company has previously invested in Brazilian offshore developments, including the Sépia field, where it holds an interest alongside Petrobras and other international partners.
Adding the Ceará Basin blocks diversifies QatarEnergy’s exploration portfolio within Brazil and provides further exposure to the country’s offshore resource potential.
Exploration investments typically take years to progress from acreage awards to drilling, appraisal and possible development. The value of the new blocks will therefore depend on the results of future technical work and the consortium’s subsequent decisions.
What the Award Means for Petrobras
For Petrobras, the seven Ceará blocks form part of a wider strategy to maintain exploration opportunities and support future reserve replacement.
Brazil’s national oil company also secured 12 additional offshore exploration blocks in the Campos Basin during the same concession round, with full participating interests in those areas.
Together, the awards add to Petrobras’s exploration inventory and reinforce its position as a major operator in Brazil’s offshore oil and gas industry.
The Ceará partnership also allows Petrobras to share part of the exploration commitment with QatarEnergy while retaining operational control.
What Happens Next?
The next major step is the signing of the concession contracts, which are expected in the first half of 2027.
After the contractual process, the partners will need to meet their exploration obligations and undertake the necessary technical and regulatory work. This may involve geological studies, seismic evaluation and other exploration activities, subject to the approved work programme.
Any future drilling results would help determine whether the blocks contain commercially viable resources. Further development would require additional technical assessment, regulatory approvals and investment decisions.
For now, the award represents a strategic expansion of the two companies’ offshore exploration positions in Brazil.
A New Chapter for Brazil’s Offshore Exploration
The seven-block award highlights continued interest in Brazil’s offshore resources and the role of international partnerships in developing new exploration opportunities.
With Petrobras operating the acreage and QatarEnergy holding a 30% stake, the consortium will evaluate nearly 4,700 square kilometres of deepwater territory in the Ceará Basin.
The outcome of the exploration programme remains uncertain, but the award gives both companies a new position from which to assess the Equatorial Margin’s potential and pursue their longer-term upstream objectives.
