The decision forms the centrepiece of the government-backed “Daesan No. 1” restructuring project, under which Lotte’s Daesan assets are being consolidated with HD Hyundai Chemical into a new 50:50 entity, H&L ADVANCED. The cracker suspension is intended to remove a substantial block of commodity ethylene capacity from an oversupplied market and to shift the complex toward higher-value, more competitive operations over a multi-year horizon.
The move is one of the largest single capacity reductions announced under South Korea’s broader petrochemical rationalization drive. It reflects the structural margin pressure that has weighed on naphtha-based crackers across Northeast Asia—high feedstock costs, weak derivative spreads, and persistent oversupply driven in large part by Chinese capacity additions.
Background to the Daesan Restructuring
South Korea’s petrochemical industry has faced prolonged weak profitability as global ethylene and derivative markets remained oversupplied. Naphtha cracking margins frequently sat at or below cash-cost levels, prompting both corporate and government recognition that voluntary capacity discipline was required. The two shareholders each hold 50 % of the new H&L ADVANCED entity and have committed significant capital to support the transition and downstream upgrades.
Scale of the Capacity Removal
The 1.1 million-tonne suspension represents roughly 30–40 % of the government’s earlier indicated range for total NCC reductions. At the Daesan site itself, ethylene capacity is set to fall from a combined 1.95 million tonnes to approximately 850,000 tonnes once the Lotte unit is offline. The reduction is not limited to ethylene; associated propylene, C4 and aromatic co-product streams will also decline, affecting the downstream units that previously drew feedstock from the larger cracker.
Indefinite suspension, rather than immediate permanent dismantling, leaves open the technical possibility of future restart under very different market conditions. In practice, the three-year restructuring window and the shift in ownership and operating philosophy make a near-term return to service unlikely. The capacity is effectively removed from the regional supply balance for the planning horizon that matters to most buyers and competitors.

Drivers: Oversupply, Margins and Policy Support
The fundamental driver is economic. Northeast Asian naphtha crackers have struggled with elevated naphtha costs relative to achievable olefin and polymer prices. Chinese capacity growth has kept derivative markets well supplied, limiting the ability of higher-cost producers to pass through feedstock inflation. South Korean operators, many of them naphtha-based and oriented toward export markets, have felt the pressure acutely.
Government support has been material. The Daesan project carries a tailored aid package reported in excess of 2 trillion won, encompassing financial assistance, electricity-cost relief and tax measures designed to facilitate orderly capacity reduction and reinvestment in higher-value chains. The policy framework treats rationalization as a collective-action problem that individual companies would struggle to solve alone without risking competitive disadvantage.
Implications for Regional Olefin and Derivative Markets
Removal of 1.1 million tonnes of ethylene capacity tightens the Northeast Asian supply balance, particularly for buyers who previously sourced from or competed with Daesan-origin material. Spot and contract availability of ethylene, propylene and certain co-products will adjust, and the remaining Korean crackers may see modestly improved operating rates or pricing power in selected grades. Downstream polymer and intermediate producers integrated with or dependent on the suspended unit must secure alternative feedstock, either from the continuing Daesan cracker, other domestic sources, or imports.
The suspension also sends a signal to the wider Asian market. Coordinated, policy-supported capacity withdrawal in a major producing country reinforces the view that the current oversupply cycle is being met with structural responses rather than indefinite rate cuts. Other operators under similar margin pressure will watch the Daesan outcome closely as a template—or a warning—for their own portfolios.
Downstream and Supply-Chain Adjustments
At the complex level, H&L ADVANCED intends to optimize the remaining assets, link refining and petrochemical streams more tightly, and redirect investment toward specialties and higher-margin products. Unprofitable general-purpose units are earmarked for reduced operation or further rationalization. For customers, the near-term priority is continuity of supply for the grades previously drawn from the larger cracker. Longer-term, the product slate at Daesan is expected to evolve, with less emphasis on basic commodities and more on differentiated intermediates.
Logistics and pipeline connections that served the suspended unit will be reconfigured. Companies that relied on direct transfers of olefins or fractions from the Lotte NCC must qualify new sources and, in some cases, accept different quality or delivery terms.
Broader Industry Context in South Korea
The Daesan suspension does not stand alone. Parallel discussions and plans involving other Korean NCC operators, including potential reductions at Yeochun NCC and elsewhere, indicate that capacity discipline is becoming a sector-wide theme. The government’s willingness to back the first major project with substantial financial and regulatory support lowers the barrier for subsequent deals. Over the next several years, South Korea’s effective ethylene capacity base is likely to shrink further, improving the structural position of the surviving, more competitive assets.
